Jiel J Joseph, M.S., M.Ed., Ed.D

Dr. Joseph serves as the President and Chief Education Officer for C.A.R.E.S. Unlimited LLC. In her capacity she is responsible for the vision and the direction of the education services provided by C.A.R.E.S. Unlimited. Dr. Joseph oversees the management of related service providers, school district IEP caseloads, and state audits and compliance. As an experienced Special Education advocate, Dr. Joseph curates the education advocacy packages for students and families.

Dr. Joseph also serves as the Director of Student Support Services for a Charter School Network. She is responsible for the implementation of special education programs at the highschool level. She is responsible for curriculum design, curriculum assessment, program delivery, related service providers, and instructional evaluations. Dr. Joseph also serves as an integral part of the leadership team where she is responsible for determining the priorities and metrics for school-wide success, shaping the discipline policy for students with disciplines, and monitoring student achievement.

 
 
 
 

Aleicia Latimer, Esq. SPHR, SHRM-SCP

Prior to joining the Johnson & Johnson Family of Companies, Aleicia Latimer was with SYKES, a digital marketing and customer service global outsourcer, providing customer-engagement services to Global 2000 companies.  As the Director of Global HR Compliance, she served as a senior member of the Global HR Compliance/Employment Law team and was responsible for managing HR compliance initiatives and training globally with an emphasis on North America.   Aleicia’s focus was to advise on HR risk management strategies, and employment law claims defense in support of the Company’s Standards of Conduct, as well as to mitigate risk for the Company and its clients. She also managed outside counsel in their responses to agency charges and employee related litigation defense.  Finally, Aleicia, led investigations and responded to complex and sensitive employee relations matters (including employee grievances, government agency charges, and Anti-fraud hotline contacts) in an objective and thorough manner, either directly or by actively monitoring and participating in investigations led by other members of the Global HR Compliance or Human Resources teams. Before that, Aleicia was the Chief HR Professional responsible for all Human Resources and Risk Management Services for the City of Temple Terrace, FL.  Aleicia, ensured compliance in all employee relations matters as they related to both general and union employees. Aleicia also partnered with and advised the Executive Team on HR and legal matters and continuously adapted employee services, programs, and strategies to respond to ever-changing issues and business needs.  She oversaw the management of the City’s Health Benefit platform, Worker’s Compensation, EPLI and General Liability Claims, Litigation and Policy Renewal; Performed Risk management, safety and security functions including legal liability mitigation and resolution of claims

Aleicia holds a BA in English, with Minor in Psychology, from Wellesley College, Wellesley, MA, and a Juris Doctorate, from St. John’s University - School of Law, Jamaica, NY.  She is also a Certified Federal Contract EEO Investigator, SHRM Senior Certified Professional and Six Sigma Yellow Belt.

 
 
 
 

Beverly Latimer, M.S., Ed.S

Beverly Latimer has extensive experience evaluating individuals with cognitive disorders in school settings and in private practice.  She provides evidence based educational and psychological assessments for cognitive disorders i.e.: Learning Disorders, Attention Deficit Hyperactivity Disorder, and Autism Spectrum Disorder. Mrs. Latimer develops an Educational plan to fit behavioral and interventions to fit the needs of each individual.  She assists schools in developing the initial Individual Education Plan to ensure services will be provided.  She is an Advocate for those who cannot Advocate for themselves. Mrs. Latimer completed her undergraduate degree in Education k-12 at Queens College in Queens, New York.  Masters of Science in Psychology at California Coast and her Specialist Degree in School Psychology from the University of the Virgin Islands.  Mrs. Latimer has written her dissertation for her doctorate, for personal reasons has not and will not have it published.  Mrs. Latimer is licensed in the states of North Carolina, Florida, Idaho, and Philadelphia.  She is a member of the National Association of School Psychologist and the Florida Association of School Psychologist.  She is a Professional Specialist – School Psychologist Pk-12 Test for Florida Certification Exam.  She has given many  presentations for organizations and communities.  Some of the topics are:  Managing Anti-Social Behavior, Social Skills Training, What is ADHD? Working with Attention Deficit Hyperactivity Disorder, Stress Management, Mental Health, and Understanding Autism.

 
 
 
 

Tanisha Latimer-Mason M.H.A.

Tanisha has worked within the Health Care field for over 20 years. Currently she is the Senior Account Manager for Network Relations/ Contract Administration at Affinity by Molina Health Care. In this role, she is responsible for procuring new business and maintenance for healthcare providers throughout the 4 boroughs of New York City. She now continues this role and additional responsibilities as a Partner and Head of Network/Business Operations for C.A.R.E.S. Unlimited LLC. Her academic achievements include an Undergraduate degree in Health Education from Queens College, as well as a Master’s Degree in Public And Hospital Administration from The University of Central Michigan Fort Hamilton Director of the Woman’s Health Symposium at Evangelistic Org. With this position she is responsible for developing health programs for the church, and yearly health fairs that teach the community about healthy living. Mentor/Counselor at ADORE Mentorship Program. This is a mentoring program for children ages 13-18 within at risk communities

 
 
 
 

April Lowery, PA-C

April Lowery is a dedicated tenured Physician Assistant with greater than 20 years experience in Primary Care. Ms. Lowery focused her proficiency in the area of Family Medicine affording her the ability to connect with patients spanning the range of pediatrics to geriatrics. As a Family Medicine Physician Assistant, Ms. Lowery is an astute professional with a commitment to providing comprehensive medical care and management of both acute and chronic disease states. Ms. Lowery has spent much of her medical career practicing in underserved communities ensuring health equity to those she provides care. Her renowned comital to educate her patients along with their management has led to improved medical outcomes, and earned her recognition for her service and dedication from local community organizations. In addition to her clinical practice, Ms. Lowery has participated in precepting future health professionals including but not limited to medical students, physician assistants and nurse practitioners. She is a keynote healthcare speaker at Evangelistic Church annual health fair, as well as, a mentor at ADORE Mentorship Program for adolescents aged 13-18 within at-risk communities. Ms. Lowery obtained her Bachelor's Degree from Queens College after which she attended the College of Health Related Professions at SUNY Downstate in Brooklyn, NY completing the Physician Program.

 
 
 
 

Andrea Latimer, MaEd., Eds., Psy. D., NCSP

  Ms. Latimer is excited to begin my 13th year as an educator and 3rd year as a School Psychologist. Ms. Latimer holds a Masters in Educational Leadership, Specialist and Doctorate in Education focusing on School Psychology. I am certified by the State of Florida in the areas of School Psychology PK-12, English 6-12, Reading Endorsement K-12, Primary Education Prek-3rd, Elementary Ed K-6, ESOL Endorsement K-12, Educational Leadership K-12, Exceptional Student Education K-12, Youth Mental Health First Aid, Crisis Intervention, Life Skills, Suicide and Drug Abuse Prevention/ Intervention, and CPR. Ms. Latimer views herself as an advocate for children and families. Her background includes education and clinical experiences that have focused on mental health, behavior and learning. Ms. Latimer applies her training and experiences to help children succeed academically, socially, behaviorally and emotionally. Ms. Latimer collaborates with both school staff and families/community providers in developing plans that offer educational supports and/or services necessary for students to be successful in school. Ms. Latimer participates on a variety of teams within the district, schools, in regards; to social-emotional awareness, MTSS and the exceptional student education programs. In addition, she conducts psychological assessments, promotes positive behavior and well-being, supports diverse learners, provides crisis prevention and intervention and connects families to community service providers when necessary.

 
 
 
 

Paula Frazier, RN

Paula Frazer is a devoted tenured Registered Nurse with 19 years’ experience in the Medical/Surgical Unit. Ms. Frazier concentrated her proficiency of nursing in the area of Oncology as well as telemetry affording her the ability to connect with the Tristate community. At present, Ms. Frazier proudly serves the D75 community children with autism. 

As a Registered Nurse Ms. Frazier has had the opportunity to service the community in the Hospital Setting, as well as practice in the School setting; as a D75 nurse were she has pledged to provide the best health care experience for the child as well as the parent.  Ms. Frazier on many accounts acts as liaison between the parent and the physician.  She advocates for the individual services each of her students may need.  As well, as teaches basic life skills, helping the student to make the transition from school setting to the outside community. 

In addition, Ms. Frazier has volunteered to keep the public healthy by lending her nursing experience at health fairs within the community annually
